Does he like me as a friend or more?

Hi. Two things come to mind right away here: Men and women think differently; distance can be difficult. My personal opinion? I think he was looking forward to meeting up at the same university, he does have an interest in you. Are you able to still attend the university with even a student loan? Sadly, I think he kinda has doubts it now that the distance thing won't change sooner & well it's hard to keep a friendship going like this ... But if you want to try, no harm done. The worst thing to do? Change yourself by becoming worried, hounding him or nagging him or begging sort of. Guys don't understand women when they get like that. And it's my hunch that he's not seen that in you and likes you for your mature outlook and kindness towards him. TRY to maintain the calmness within yourself but you can likely 'read' the pauses in his contacts as him thinking ...Be the person he liked to this point and see what clever ideas you can come up with.
