Someone moved to u.s and I want to buy their car ?

The car is here and there in the states all I need to do is get the ownership and keys and pay them the money. What carrier service is good for that like where they bring the ownership and keys and then I give the money and they send the money to the person? I know you can do this cause a friend of mine did. Please any ideas??
