He sounds VERY confused, he likes you but is over thinking things and just shutting you out because he doesn't know how to react to the situation. My advice to you would be to maybe play it cool and make him work for you, if you are constantly coming back to him he knows hes got you therefore he will keep changing his mind. If you play a little hard to get he will make up his mind and work for you.
