I have a latitude D620. and i just bought it and had to transfer ownership with dell just to get passed the bi?

i have a latitude D620. and i just bought it and had to transfer ownership with dell just to get passed the bio password. now there is a windows log in that needs a password and i dont know the original owner. is there some way to by-pass this or maybe system restore without having to log in?
